Romans is a great but difficult book. I recommend doing a formal study of the book. The one I did many years ago was with RC Sproul and it was really good.
Romans 1:18 The wrath of God is being revealed from heaven against all the godlessness and wickedness of people, who suppress the truth by their wickedness, 19 since what may be known about God is plain to them, because God has made it plain to them. 20 For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that people are without excuse.
Every human being has been born with the ability to see and understand the truth of God's eternal power and divine nature. We have 2 choices to turn toward that truth or to turn away from it. Those who turn away from the truth live in opposition to the God. They live according to the wickedness of their sinful hearts.
Romans 1:26 Because of this, God gave them over to shameful lusts. Even their women exchanged natural sexual relations for unnatural ones.
We see a world of people who have turned away from truth and are living in the wicked of their sinful nature. When someone denies the truth of God and lives according lies they convince themselves that the lies are truths. That is why we live in a world that is shouting that these lies are truth and expecting everyone to support and believe it as well.
Romans 1:28 Furthermore, just as they did not think it worthwhile to retain the knowledge of God, so God gave them over to a depraved mind, so that they do what ought not to be done.
God has given them over to their depraved and sinful minds. When God is totally removed from a persons life the lies will grow and the choices become more and more depraved and wicked. We see this daily in the world.
Romans 1:31 they have no understanding, no fidelity, no love, no mercy.
Not only do they live their lives totally by their sinful nature but they are evil and angry to anyone who does not agree with them. They will not and I would venture to say cannot understand someone who believes something other than their truth. They are incapable of showing mercy and love to anyone who does not agree with them. Which is also very evident in the world today.
Psalm 10:2 In his arrogance the wicked man hunts down the weak,
who are caught in the schemes he devises.
3 He boasts about the cravings of his heart;
he blesses the greedy and reviles the Lord.
4 In his pride the wicked man does not seek him;
in all his thoughts there is no room for God.
